H. David Rosenbloom of Caplin & Drysdale Chtd. told Tax Analysts that he's not optimistic that the treaty impasse will be resolved anytime soon. "The entire U.S. treaty program is on hold -- and has been since November of 2011 -- in light of Sen. Paul's refusal to agree to unanimous consent that the treaties be approved on the Senate floor," he said. "I am not aware of any movement in that regard, so I find it hard to focus on newly negotiated treaties and their implications. Please wake me up when Sen. Paul (a) becomes president; (b) otherwise leaves the Senate; or (c) changes his mind."
