The White House has erected a firewall against House Democrats effort to obtain documents and testimony in their oversight of the executive branch, but it's members of President Trump's own administration who may get burned amid the fight.

Lawmakers have entertained two options if Trump administration officials fail to comply with a subpoena. The first scenario, which analysts say is most likely, would be for Congress to approve a contempt-of-Congress citation, which would be enforced in a U.S. District Court. Congress would seek to have a mandatory injunction directing an official to comply with the subpoena. If they don't, a judge may impose fines or jail time, said Christopher Rizek, an attorney at Caplin & Drysdale in Washington.
