The monetary tables for tax crimes haven't changed since 2001, and the government appears to have enjoyed higher levels of penalty than it should have since then, said Matthew C. Hicks of Caplin & Drysdale, who spoke on a panel with Ciraolo.

He said the Sentencing Commission appears open to suggestions about how to adjust the tables, and how often.
