Denmark’s government has told a Manhattan federal court that many of the foreign pension plans being investigated in a $2.1 billion dividend-tax refund scandal were fraudulent and never covered by a tax treaty entitling them to refunds.

“We will address Skat’s filing as appropriate,” said Mark Allison, of Caplin & Drysdale, who represents dozens of plans being sued by Skat and is the lead defense counsel in the case. He declined to comment further.
