Mark Matthews Comments on IRS Criminal Investigation Division

A professional association representing Internal Revenue Service investigators intends to promote a plan to spin off the Criminal Investigation Division as part of a study aimed at reshaping the agency.

Echoing Sapinski's concerns, Mark Matthews, who led the division from December 1999 until the middle of 2002, said if CI moved to Treasury, its "mission would wander again," as it had before he took control.

"CI needs to stick with the basics," said Matthews, now with Caplin & Drysdale in Washington. "That's what I spent my years as chief primarily doing."

"I think if this issue got a thorough hearing no doubt in my mind CI would stay where it is," Matthews said.
